Part 5 (including Schedules 16 and 17) amends key heritage and planning legislation by removing the requirement for Conservation Area Consent and strengthening the listed building consent regime. It introduces heritage partnership agreements and listed building consent orders, sets out associated procedures, and provides for certificates confirming the lawfulness of proposed works.


The provisions also amend the Osborne Estate Act 1902 by removing the requirement to make parts of Osborne House and its grounds available to the armed forces and civil service, and repeal the Osborne Estate Act 1914.
