Part 5 introduces provisions on nationally significant infrastructure projects, deemed discharge of planning conditions, and the roles of the Homes and Communities Agency, the Greater London Authority and other bodies. It amends the Town and Country Planning Act 1990 to allow the Mayor of London to grant planning permission through Mayoral development orders, transfers responsibility for local land charges to the Land Registry with expanded registration powers, and enables building regulations to include off-site carbon abatement measures.
